There's a friendly and helpful couple running a scooter repair shop on Mincyuan Rd., Sec. 4, N174. It's past ZhongHua West if you're driving in the direction of Anping.
She (Mrs. Tang) speaks some basic English and uses online translator for more complicated terms :) Though if you can take a Chinese friend with you it of course will make your interaction smoother.
They are a way cheaper than Sam! And have never disappointed me until now.
They also sell new and occasionaly second-hand scooters.

This couple usually charges me about half the price that Sam asks... Not that I can judge about scooters and the quality of thier work, but I definitely like the friendliness and the effort they put into trying to explain to me where the problem was. And they are highly recommended by the Taiwanese too, not just foreigners, if this matters.
