This is a bit outside of the city (in An Ping, but the bridge there (at the spot that An Bei road dead ends on the beach area). holds some appeal and according to some Taiwanese friends is known as lovers bridge, so that might be an ok place to go and stargaze (if the skies are clear enough)
I think a dinner at an upscale restaurant, The Corner Cafe, with its great wine list, soft lights and fancy-schmancy service and table setting and then a walk on quiet grounds of the uni (right nearby) at night would be nice.
A quieter evening in the middle of the city can be found at The Indian Restaurant too. If she's curious about more exotic flavors and eating habits, the atmosphere there is great. Smack dab in the middle of the city but on a very quiet lane.

The bar man is confused, but after all the guy's still paying for the drink. Eventually though the bar mans curiosity gets the better of him and he asks the guy why he's wasting all the booze. Ya, that would do it. Agreed! (heh). Or, he can try one of the several upscale 'gentleman's lounges' around town. Then, it wouldn't matter what the 'date' feels or thinks! Kidding around guys!
