Here's a really good used scooter buying tip. If you see a good deal on a used scooter look at the muffler / tailpipe. If it looks wet or oily it's a sign that the scooter is burning oil and will probably need an engine rebuild within a year. If a scooter is burning oil the oil+exhaust fumes will collect on the tailpipe as the exhaust exits.
Also try to avoid idling behind scooter blowing blue smoke. As a mechanic that blue smoke is highly carciogenic (cancer causing - Taiwan highest form of cancer is nose cancer). A few of my mechanic friends in Canada have serious lung problems due to inhaling these toxic fumes.

Before buying any vehicle I always check for random oil leaks. Maybe some area of the bike is just caked with mud/oil and you'll know it has a problem.
One thing you can do it to put the bike back on the stand, start it up and go near full throttle (with the rear wheel spinning). This will give you a chance to actually see what is coming out of the rear of the bike.

Be careful of those dealers on Gong Yuan Road, near the park, or any second hand dealers in general. They know how to throttle the gas/oil mixtures so it won't be apparent what's going on at first. I found this out the hard way.
Then again, most normal scooter repair shops that just happen to have one or two second hand ones are probably on the up and up.
I bought my first Taiwan
I bought my first Taiwan Barley Davidson (the 150 CC Kymco low rider) there at one of those places. They really rigged it up. I spent a lot of time going back and getting things fixed or replaced. The guy always fixed things, but he didn't mind making me wait. It took a while to work out the kinks with the bike. I would say avoid those places as well.
