Make sure your school has applied for it and taken an extra photo or two from you for the purpose of making the card. If you don't have the card but it is being processed , you can ask about getting some kind of temporary card or something. That's what I would do. I would think it shouldn't take more than 2 weeks.
You can also see the doctor without a health card. I think you have about a week to show the card to them. You have to pay about NT$500 upfront, don't quote me on that though. It might vary according to the procedure, but you will get it reimbursed once you do show the card. If it's dire, you might want to talk to the doctor and see what they can arrange. Most local clinics are pretty lenient about this kind of thing.

If you're full time you should be covered by Taiwan's National Health plan. You might have to pay 50% or maybe 100% of the monthly premiums. If the school isn't willing to help you out you might have to pay everything yourself. It depends on the school you're at.
I know I have to pay 50% of my premiums and I am employed directly by a public school as a certified teacher.
The premiums are not that expensive though....
Keep in mind that healthcare in Taiwan also includes dental as well (which is a big BONUS). I had a root canal done here a few years ago for next to nothing.
