As for music I can suggest a peer to peer program that's pretty good for MP3s but you should have Norton AV otherwise it's pretty nasty to log on without NAV.
You can probably ask in most shops if they have English versions. They can probably special order them for you, especially the bigger ones. You can also buy most stuff online for either download or get cds shipped to you. As for music cds, the record shops have never failed me before except, of course, for the lesser known stuff. Again, I buy them online if they're hard to find. Itunes is pretty complete and Amazon has tons of stuff DRM-free now.
I have seen flyers of pirated software and music around town but I think it's rare to find someone actually hawking the stuff. I'm sure you can call them and ask for stuff you need. They can get anything.
I'd suggest peer to peer too, especially torrents. PM me if you need details. If you look at the comments on the download that you're looking for, they usually tell you if there's any problems.

You know whats weird? I was sitting at a Western joint, having lunch. The guy asked me, if there is anything I wanted to listen to in particular, from his music collection, then showed me the CDs. His co-worker, told him to immediately remove all the pirated CDs, off the table. Why? Apparently, since July 1st, there is a huge scare of establishments being busted for using/playing pirated music CDs.
I have XP Professional with me. Let me know if you're co-worker is still looking.
As for Mp3s, forget burning Cds. Check out RT-Mart. They carry a few really nice LG bookshelf systems that play Mp3s directly off any USB key. The LG bookshelf system goes for about $6000 but is quite nice and well made. The unit has a full wireless remote, a built in DVD player, and an AM/FM tuner as well. Pretty much everything you need for a home entertainment system. It's not a 5.1 AVR system but a very nice 2 speaker bookshelf unit.
